Specific Duties and Responsibilities<\/b><\/p>\n<p><b>JOB RESPONSIBILITIES<\/b><\/p>\n<p><b>Responsibility #1: Technical Program Inputs (25% of time)<\/b><\/p>\n<ul>\n<li>Provide Protection, Gender, GBV and PSEAH technical guidance to Development and Emergency Protection and Gender staff according to CI\u2019s policies, Gender approach and global humanitarian standards.<\/li>\n<li>Build the capacity of staff and partners through mentoring, training and guidance on best practice and standards including the IASC Gender Handbook and the IASC Guidelines for GBV Interventions in Humanitarian Settings.<\/li>\n<li>Build the capacity of staff on the GBV survivor-centered approach for safe referrals of GBV issues.<\/li>\n<li>Support the mainstreaming of gender, protection, and\u00a0<i>do no harm<\/i>\u00a0approach including GBV mitigation throughout CIL\u2019s wider programming including cash, livelihoods, food security and shelter.<\/li>\n<li>Support CIL and partners (where applicable) to build capacity to integrate gender sensitive \/ responsive \/ transformative approaches into humanitarian work and systems.<\/li>\n<li>Lead and\/or support Rapid Gender Analyses following CARE\u2019s RGA toolkit and approach.<\/li>\n<li>Strengthen \u2018Nexus\u2019 programming that links the Gender in Emergencies response with longer-term interventions to ensure a strategic approach.<\/li>\n<\/ul>\n<p><b>Responsibility #2:\u00a0Program Strategy, Quality and Development (55% of time)<\/b><\/p>\n<ul>\n<li>Lead on program strategy development for protection and gender sector and ensure it is disseminated to, and applied by, all team members.<\/li>\n<li>Lead regular planning and reflection sessions with the relevant project teams, local and international partners and government officials. As coordinator, you will have the oversight and decision-making responsibility on program quality.<\/li>\n<li>Develop and implement analysis together with the MEAL team and field staff which contributes to a deepened understanding of protection and gender issues in Lebanon.<\/li>\n<li>Ensure that lessons learned from the protection and gender interventions are well disseminated and understood by all staff of CARE Lebanon and integrated into current and planned programs.<\/li>\n<li>Oversee the implementation and maintenance of M&E tools and frameworks.<\/li>\n<li>Lead on the development of new programs and partnerships, in line with identified needs and within CARE\u2019s strategy in Lebanon, including the elaboration of donor proposals, in close collaboration with program and program support teams.<\/li>\n<li>Keep up-to-date of relevant existing and new research in Lebanon by other institutions that is related to women\u2019s empowerment\/gender issues; and disseminate key outcomes with field teams in appropriate and effective way.<\/li>\n<\/ul>\n<p><b>Responsibility #3: Technical Monitoring (10% of time)<\/b><\/p>\n<ul>\n<li>Supervise implementation of projects\u2019 activities and support as necessary field activities and events to ensure projects quality and timely execution.<\/li>\n<li>Monitor and coordinate implementing partners and external consultants\u2019 performance.<\/li>\n<li>Ensure relevant social protection, GBV, and gender issues are, as a minimum, mainstreamed on a project level.<\/li>\n<li>Enhance referrals pathways and ensure communities knowledge of such pathways and help facilities, in collaboration with the DPDI and H&A departments.<\/li>\n<\/ul>\n<p><b>Responsibility #4: External and Internal Representation (10% of time)<\/b><\/p>\n<ul>\n<li>In close collaboration with the DPDI, ensure CARE representation in the relevant technical coordination meetings at field level, as well as liaise with external actors (local authorities, national\/international NGOs, etc.).<\/li>\n<li>Maintain a strong and supportive relationship with regional MoSA offices, representatives, municipalities, and SDC staff.<\/li>\n<li>Actively attend the relevant Gender and Protection meetings, working groups, trainings, workshops and other relevant events organized by CARE and\/or external partners.<\/li>\n<\/ul>\n<p><b>Other tasks:<\/b><\/p>\n<ul>\n<li>In case of emergencies, the Coordinator will be the focal point for Gender & Protection activities, the mainstreaming of Gender & Protection in other sectors\u2019 programming, as well as ensuring that international standards are respected &#8211; as assigned by the SMT and\/or the Line Manager.<\/li>\n<li>Any other task as required by the Line Manager.<\/li>\n<\/ul>\n<p><b>OTHER RESPONSIBILITIES AS ASSIGNED BY LINE MANAGER<\/b><\/p>\n<p><b>5. Qualifications \/ special skills or knowledge<\/b><\/p>\n<p><b>a. Skills & knowledge:<\/b><\/p>\n<ul>\n<li>Experience in humanitarian project management with knowledge in Protection and Gender in Emergencies, and sector standards such as the IASC standards, SPHERE, Do no Harm, Humanitarian Principles and the Code of Conduct<\/li>\n<li>Understanding of Lebanon\u2019s political, legal, and social systems as related to Protection, GBV and refugee protection as well as demonstrated experience in working in\/collaborating with civil society<\/li>\n<li>Demonstrated expertise in proposal writing and reviews<\/li>\n<li>Demonstrated expertise in M&E tools with a focus on accountability and learning<\/li>\n<li>Proven experience of field humanitarian programming through direct implementation as well as through local partners<\/li>\n<li>Understanding of working within diverse partnerships with a range of actors, including local partners, governments, UN agencies, national\/local NGOs and community groups<\/li>\n<li>Experience interacting with and relating to gender professionals and local partners<\/li>\n<li>Strong organizational skills<\/li>\n<li>Strong analytical skills, and ability to manage research, needs assessments, and evaluations<\/li>\n<li>Demonstrated experience in staff training and coaching<\/li>\n<li>Strong communication, interpersonal, facilitation, negotiation, and diplomatic skills<\/li>\n<li>Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.<\/li>\n<li>Motivated self-starter who enjoys working in a collaborative and international environment.<\/li>\n<\/ul>\n<p><b>b. Experience:\u00a0<\/b><\/p>\n<p>At least\u00a0<b><i>\u00a0 5-10<\/i><\/b>\u00a0\u00a0years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on Protection and Gender topics.<\/p>\n<p><b>c. Academic background:<\/b><\/p>\n<p>Master\u2019s degree in one or several of the following areas: Gender studies, social work or relevant extensive experience.<\/p>\n<ol>\n<li><b>Languages:<\/b>\u00a0English and\/ or Arabic are the working language of CARE International in Lebanon.<\/li>\n<\/ol>\n<ol>\n<li>of French language is an asset.<\/li>\n<\/ol>\n<p><b>6.
