ROLE PURPOSE<\/strong><\/p>\n

The Emergency Programme Manager will be responsible to manage the design, planning, implementation, monitoring and evaluation of Plan International\u2019s\u00a0Earthquake Response.\u00a0He\/She will (1) lead on the response management, ensuring that projects, activities, objectives and financials are met in accordance with Plan commitments and donor requirements; (2) support assessments that will be conducted at the beginning of and throughout the intervention, in addition to the contextualization of tools and materials that respond to identified gaps; and (3) ensure appropriate coordination and communication with partners and key stakeholders.<\/p>\n

DIMENSIONS OF THE ROLE<\/strong><\/p>\n

Under the guidance and direct supervision of the Country Director, the Emergency Response Programme Manager will ensure quality management of Plan International\u2019s earthquake, working closely with M&E, Finance, Operations, Partnerships, HR and technical specialists, IM and other programmes colleagues.<\/p>\n

ACCOUNTABILITIES<\/strong><\/p>\n

Programming<\/strong>
\n\u2022\u00a0\u00a0 \u00a0Ensure quality management of the emergency interventions, both programmatically and financially, including appropriate implementation, spending, monitoring, evaluation and reporting, in accordance with Plan\u2019s systems and the donor\u2019s regulations
\n\u2022\u00a0\u00a0 \u00a0Ensure coordination with partners in the field incl overseeing of remote management of Emergency grants.
\n\u2022\u00a0\u00a0 \u00a0Work closely with the team and partners incl overseeing of remote management of the emergency to ensure projects are implemented in a coordinated and phased manner, in accordance with Plan International\u2019s standards, best practices and policies.
\n\u2022\u00a0\u00a0 \u00a0In coordination with BD manager work on the development of specific humanitarian response strategies, clearly defining key priorities in line with Plan International\u2019s expertise and CO priorities.
\n\u2022\u00a0\u00a0 \u00a0Lead and manage rapid needs assessments, ensuring a clear focus on the specific needs of children and in particular girls. Based on the outcome of the needs assessments provide recommendations to the Country Director and senior management team on programming options and priorities.
\n\u2022\u00a0\u00a0 \u00a0Support the selection of local partner organisations, ensuring alignment with Plan International\u2019s approach and programming priorities in humanitarian crises.
\n\u2022\u00a0\u00a0 \u00a0Support programme technical specialists to ensure programmes are of high quality and have direct positive impact on children affected by crises.
\n\u2022\u00a0\u00a0 \u00a0Ensure appropriate programme quality standards are used in the design and implementation of programmes, particularly SPHERE and its companion guides (such as Child Protection Minimum Standards and Minimum Standards for Education Preparedness, Response and Recovery (INEE)) and the Core Humanitarian Standards (CHS).
\n\u2022\u00a0\u00a0 \u00a0Overall responsibility for preparation of quality reports and updates for different Plan Entities and external actors such as donors.<\/p>\n

Representation & Coordination<\/strong>
\n\u2022\u00a0\u00a0 \u00a0Represent Plan International whenever required or delegated by the Country Director
\n\u2022\u00a0\u00a0 \u00a0Engage with relevant humanitarian fora and clusters in country, ensuring appropriate information is provided in a timely basis
\n\u2022\u00a0\u00a0 \u00a0Maintain and develop in country relations with institutional donors.
\n\u2022\u00a0\u00a0 \u00a0Identify opportunities to establish strategic partnerships with other humanitarian agencies.
\n\u2022\u00a0\u00a0 \u00a0Provide updates and reports on the context and project activities to Plan International\u2019s management team, relevant National Offices, partners and donors.
\n\u2022\u00a0\u00a0 \u00a0Attend regular calls, meetings, etc. as required by Plan International.<\/p>\n

Operational Support<\/strong>
\n\u2022\u00a0\u00a0 \u00a0Supervise operational support functions (finance, HR, logistics as per the ER team structure)
\n\u2022\u00a0\u00a0 \u00a0Ensure standard Plan International systems and procedures are followed.
\n\u2022\u00a0\u00a0 \u00a0Ensure compliance with national legal requirements
\n\u2022\u00a0\u00a0 \u00a0Together with the in-country security manager monitor local security situation, develop appropriate security guidelines and Standard Operating Procedures (SOPs)<\/p>\n

\u00a0 Administration and Finance<\/strong>
\n\u2022\u00a0\u00a0 \u00a0Ensure that administrative support functions are established and maintained in accordance with Plan International administrative policies and procedures
\n\u2022\u00a0\u00a0 \u00a0Coordinate mobilisation of financial resources related to emergency activities;
\n\u2022\u00a0\u00a0 \u00a0Ensure with the Procurement & Logistics Manager\/Officer the establishment and maintenance of a functional procurement and supply chain management system;
\n\u2022\u00a0\u00a0 \u00a0Support the Procurement & Logistics Manager\/Officer with the timely and appropriate establishment of all logistics infrastructure.
\n\u2022\u00a0\u00a0 \u00a0Develop and ensure timely submission of master budget update, work plans and budget forecasts, in consultation with relevant emergency response team
\n\u2022\u00a0\u00a0 \u00a0Follow up on financial liquidation, settlement, partners cash requests, according to Plan\u2019s procedures and submit spending reports for review and approvals.
\n\u2022\u00a0\u00a0 \u00a0Ensure compliance with donor requirements.<\/p>\n

Human Resources<\/strong>
\n\u2022\u00a0\u00a0 \u00a0Outline the composition of the emergency team, ensuring clear reporting lines and job descriptions
\n\u2022\u00a0\u00a0 \u00a0Ensure all Emergency Response personnel understand and carry out their duties in accordance with Plan International\u2019s humanitarian values and principles.
\n\u2022\u00a0\u00a0 \u00a0Conduct performance appraisals for Emergency Response Team staff and ensure regular feedback and mentoring on individual performance is provided.<\/p>\n

Information Management<\/strong>
\n\u2022\u00a0\u00a0 \u00a0Develop and oversee and sitreps on the emergency response and recovery.
\n\u2022\u00a0\u00a0 \u00a0Work closely with CO comms manager re: all communication activities
\n\u2022\u00a0\u00a0 \u00a0Ensure timely dissemination of situation reports and fundraising material to Plan International\u2019s Headquarters and National Organisations;
\n\u2022\u00a0\u00a0 \u00a0Ensure appropriate information is shared within the organisation and is uploaded to the organisational intranet.<\/p>\n

Fundraising<\/strong>
\n\u2022\u00a0\u00a0 \u00a0Coordinate an appropriate grant pipeline in collaboration with BD Manager and NOs.
\n\u2022\u00a0\u00a0 \u00a0Support Plan International National Organisations develop appropriate funding submissions to institutional donors in coordination with BD Manager.
\n\u2022\u00a0\u00a0 \u00a0Identify potential in-country funding streams and submit funding proposals to these.<\/p>\n

\u2022\u00a0\u00a0 \u00a0Ensures that Plan International\u2019s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International\u2019s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.<\/p>\n

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE<\/strong><\/p>\n

Demonstrable knowledge and understanding of:<\/strong>
