ROLE PURPOSE<\/strong><\/p>\n

The MERL Officer will be responsible to implement a functional M&E system at project level in response to emergencies. She\/he will work closely with partners and will support the Emergency Response Manager and the programme teams with technical oversight and direction from the Senior MERL Coordinator on all monitoring and evaluation needs across implementing areas. The MERL Officer will support the provision of programmes staff at Plan and partner organisations with the information and training to capture monitoring metrics regularly and efficiently.<\/p>\n

DIMENSIONS OF THE ROLE<\/strong><\/p>\n

Working under the direct supervision of the Emergency Response Manager with a dotted line to the Senior MERL Coordinator, the MERL Officer is expected to contribute to the quality assurance of emergency projects. She\/he will work closely with the partners\u2019 Monitoring and Evaluation teams to ensure that projects data are being collected, entered and analysed. The MERL officer will liaise with all relevant team members to ensure coherent and comprehensive projects implementation, and share lessons learned.<\/p>\n

ACCOUNTABILITIES<\/strong><\/p>\n

Programme Monitoring, Evaluation and Reporting<\/strong><\/p>\n

\uf0a7\u00a0\u00a0 \u00a0Setting coordination process across the emergency operation: M&E meetings, developing processes, and standardizing tools
\n\uf0a7\u00a0\u00a0 \u00a0Develop M&E plans, Indicator tracking tables and relevant tools with the support of the Senior MERL Coordinator.
\n\uf0a7\u00a0\u00a0 \u00a0Follow up and implement field level tasks for monitoring project activities in close coordination with project focal points as relevant (planning field data collection, training enumerators, data cleaning, facilitation of FGDs, ensuring quality of data collection, data analysis and report writing etc.)
\n\uf0a7\u00a0\u00a0 \u00a0Support partners to plan and implement project-level assessments and M&E activities: field data collection using quantitative and qualitative tools.
\n\uf0a7\u00a0\u00a0 \u00a0Undertake regular field visits to projects sites to support\/monitor the implementation of the activities and M&E framework.
\n\uf0a7\u00a0\u00a0 \u00a0Manage Post-distribution and Post-Action Monitoring activities (PDMs\/PAMs) and ensure close follow-up with project teams on the timeline and sampling.
\n\uf0a7\u00a0\u00a0 \u00a0Analyse PDMs and PAMs data and draft reports.
\n\uf0a7\u00a0\u00a0 \u00a0Co-author project reports and produce analytical summaries: graphs, charts, tables, narratives and appealing visuals, as requested, to fulfil internal and external reporting requirements and advocacy purposes.
\n\uf0a7\u00a0\u00a0 \u00a0Ensure regular follow-ups with Projects Focal Points on databases and Plan International Global system, and making sure they are updated on regular basis (monthly and\/or daily).
\n\uf0a7\u00a0\u00a0 \u00a0Record, manage and preserve monitoring and evaluation data in a safe and accessible way.
\n\uf0a7\u00a0\u00a0 \u00a0Ensure all monitoring reports have been filled in a timely manner and shared with Emergency Response Manager and Senior MERL Coordinator and all relevant functions.<\/p>\n

Accountability & Feedback Mechanisms<\/strong><\/p>\n

\uf0a7\u00a0\u00a0 \u00a0Support partners to adapt and implement age- and gender- appropriate feedback and complaints mechanisms as per Plan International standards and in consultation with communities.
\n\uf0a7\u00a0\u00a0 \u00a0Follow up on the data collected by partners through feedback channels throughout the project implementation.
\n\uf0a7\u00a0\u00a0 \u00a0Follow-up with participants providing negative feedback and complaints through the PDMs<\/p>\n

Capacity building and Learning<\/strong><\/p>\n

\uf0a7\u00a0\u00a0 \u00a0Ensure regular follow-up with partners on tools and data, and provide technical support and guidance as needed.
\n\uf0a7\u00a0\u00a0 \u00a0Assist in setting capacity building plans and training for partners and project staff in monitoring and evaluation
\n\uf0a7\u00a0\u00a0 \u00a0Support Emergency Response Manager and Senior MERL Coordinator in planning and co-facilitate lessons learnt sessions for the project as needed.
\n\uf0a7\u00a0\u00a0 \u00a0Attend internal and external training, workshops, events, etc.<\/p>\n

Undertake any other duties as directed by the Emergency Response Manager.<\/p>\n

\n\uf0a7\u00a0\u00a0 \u00a0Experience working in the humanitarian or development sector, experience in an emergency context is required
\n\uf0a7\u00a0\u00a0 \u00a0Experience in field data collection and data management
\n\uf0a7\u00a0\u00a0 \u00a0Knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting them
\n\uf0a7\u00a0\u00a0 \u00a0Experience working on projects targeting adolescents and youth, especially adolescent girls and young women is preferred;
